Honolulu to ticket pedestrians looking at phones while crossing street

A new Honolulu ordinance allows police officers to ticket pedestrians who look at a cellphone or electronic device while crossing a city street. The National Safety Council says Honolulu is the biggest city to pass this type of ordinance.
